Closure Proposal: P.S. / M.S. 042 R. Vernam Fact Sheet.

What is being proposed?

The Department of Education (DOE) is proposing to close P.S. / M.S. 042 R. Vernam (“P.S. 42”). If this proposal is approved by the Panel for Educational Policy, P.S. 42 will be closed at the end of the 2017-18 school year and the DOE will work with students in grades K-8 to ensure they have a seat at a higher-performing school next year.

Why is this being proposed?

Our top priority is ensuring every student has access to a high-quality education. Through the Renewal Schools program, P.S. 42 has received resources aimed at increasing student achievement and improving school climate, including new classroom curricula, individual mentoring and tutoring services, an additional five hours of learning time each week for every student, and a community-based organization connected to the school that provides a range of physical and mental health support for students and families. While P.S. 42 has made improvements in some areas, proficiency in math and ELA have remained persistently low, and are below citywide and district averages. We firmly believe that your child would be better served at another school, and will work closely with your family to identify a higher-performing school that will meet their needs.

Does this mean for your family?

If the proposal is approved, children continuing in middle school will be offered a seat at a higher performing school next year either in District 27 or in your home district. All current students continuing in middle school grades and their families will receive a personalized application in which they will be able to list their top school choices. The DOE’s Office of Student Enrollment will provide every family with individualized enrollment counseling to ensure students find a higher-performing school that meets their needs. We invite you to participate in school tours as an opportunity for you and your family to get to know the school options available as part of this proposal.  You will receive information about school tours from your parent coordinator.

Pre-K students will participate in the standard Kindergarten admissions process, 5th grade students will participate in the standard middle school admissions processes, and 8th grade students will participate in the standard high school admissions process.

We deeply value your feedback and encourage you to attend one of the upcoming public meetings to discuss this proposal.  


  • First, Superintendent Mary Barton will host a community meeting at P.S. 42in the coming weeks where parents will have an opportunity to ask questions and learn more about what this means for your family. This meeting will be held at P.S. 42. The meeting is scheduled for January 10, 2018 at 6:30 p.m..  If you have any questions about the community meeting, please send an email to  


  • There will also be a Joint Public Hearing at P.S. 42 where the community, including families and students, can share their thoughts about the proposal. The date and time for this hearing will be shared shortly.



  • Finally, the proposal to close P.S. 42will be voted on by the Panel for Education Policy on February 28th, 2018 where families can share comments. This meeting will be held at 6:00 PM at MS 131, 100 Hester Street, New York, New York 10002.  Once a proposal has been posted, the DOE will have dedicated phone and email feedback lines where communities can submit feedback, comments and questions to be addressed by the DOE in an analysis of public comment.
